Disposing of surplus plant and equipment can be time consuming and often expensive, especially if the seller has little or no experience in dealing with the disposal of surplus assets.
In many instances the equipment is sold for less than the true value simply because a "quick sale" is often an easy disposal solution for the vendor.
The vendor will look at the cost /benefit equation and frequently come up with the answer, "I don't have the time to deal with this" choosing instead to take a less time consuming but often lower dollar value return, disposal option.
